A Inspecção Nacional das Actividades Económicas (INAE) reconheceu que continuam a operar, em várias zonas do país, fabriquetas clandestinas de bebidas alcoólicas conhecidas por “xivotxongos”, apesar da proibição legal em vigor.
A revelação foi feita pelo porta-voz da instituição, Domingos Matsinhe, durante uma conferência de imprensa realizada na cidade de Maputo, no contexto da apresentação do relatório anual sobre o consumo e tráfico ilícito de drogas.
Segundo o responsável, decorre neste momento uma operação conjunta envolvendo a INAE, a polícia e as comunidades locais, com o objectivo de identificar e desmantelar os pontos de produção ilegal. A estratégia passa por intensificar investigações no terreno e travar a circulação destas bebidas, apontadas como um risco crescente, sobretudo entre jovens.
Apesar das medidas já implementadas, a persistência destas unidades clandestinas levanta dúvidas sobre a eficácia da fiscalização e o alcance das operações em curso. Fontes no terreno indicam que a produção continua activa em zonas periféricas, muitas vezes fora do controlo directo das autoridades.
A instituição garantiu ainda que está a reforçar acções para impedir a promoção de bebidas alcoólicas e produtos de tabaco nas proximidades de estabelecimentos de ensino. De acordo com a legislação, qualquer publicidade deste tipo deve respeitar uma distância mínima de 500 metros das escolas, sob pena de remoção imediata.
O actual quadro legal foi reforçado com o Decreto n.º 31/2025, que proíbe expressamente a produção, comercialização e publicidade dos chamados “xivotxongos” em locais sensíveis, como escolas e paragens.
Mesmo com o endurecimento das regras, a continuidade destas práticas ilegais expõe fragilidades na implementação das medidas e coloca em evidência um problema que insiste em resistir às acções das autoridades. (Vozafricano)
