O Governo moçambicano está prestes a concluir um novo protocolo destinado a melhorar a resposta do Estado na protecção de crianças afectadas por conflitos armados, criando mecanismos específicos para garantir assistência, acompanhamento e reintegração social dos menores vítimas da violência.
O anúncio foi feito durante as celebrações do Dia da Mão Vermelha, dedicado à sensibilização para a protecção das crianças envolvidas em conflitos armados.
Na ocasião, o Executivo reafirmou que a defesa dos direitos da criança continua a ser uma prioridade nacional.
Segundo informações divulgadas pelo jornal O País, o novo Protocolo de Entrega e Encaminhamento de Crianças Associadas aos Conflitos Armados estabelecerá procedimentos claros para identificar, acolher e encaminhar menores afectados, assegurando que sejam reconhecidos como vítimas e não como responsáveis pelos conflitos.
O documento prevê medidas de apoio psicossocial, reunificação familiar, acesso à educação, acompanhamento especializado e programas de reintegração social, procurando criar condições para que as crianças reconstruam as suas vidas em ambiente seguro.
As autoridades consideram que a iniciativa representa um reforço importante do Sistema Nacional de Protecção da Criança, colocando o interesse superior dos menores no centro das decisões das instituições envolvidas.
Embora destaque que Moçambique possui legislação e compromissos internacionais voltados para a defesa da criança, o Governo reconhece que a existência de normas legais não é suficiente sem uma implementação efectiva e coordenada entre instituições públicas, comunidades, organizações da sociedade civil e parceiros internacionais.
O Executivo reiterou igualmente o compromisso de prevenir o recrutamento, o abuso e qualquer forma de exploração de crianças em zonas de conflito, defendendo uma mobilização conjunta da sociedade para garantir a protecção dos menores.
Durante a cerimónia, foi ainda reconhecido o apoio prestado por parceiros como as Nações Unidas, o UNICEF, representações diplomáticas, organizações da sociedade civil, o Parlamento Infantil e comunidades locais, pelo seu contributo na promoção dos direitos da criança e na construção de uma cultura de paz em Moçambique.
